Who We Are

The Alberta iGaming Corporation (AiGC) is a Crown corporation operating at arm’s length from the provincial government. We are mandated to conduct and manage Alberta’s competitive, regulated online gaming market. By partnering with trusted operators, we ensure a safe, regulated, and entertaining digital experience for all players.

Our Role

Through formal operating agreements, the AiGC oversees the business framework that allows approved brands to offer their services legally to Albertans, ensuring players have access to safe and regulated platforms.

Our Authority

Established under the iGaming Alberta Act, we conduct and manage the regulated market on behalf of the province. We govern revenue sharing, oversee anti-money laundering compliance, and maintain strict financial reporting standards.

Our Responsibility

Our primary responsibility is to protecting consumers and strengthening Alberta communities. We prioritize market integrity, transparent dispute resolution, and dedicated revenue allocation for community services and programs.

Our Mandate

AiGC was created under the iGaming Alberta Act to oversee a modernized online gaming market. Working in tandem with AGLC’s regulatory oversight, we manage the online gaming market, allowing trusted world-class operators to offer Albertans a premium, accountable entertainment experience.

Right now, roughly 70% of online gaming in the province happens on unregulated sites. Our main goal is to transition players to a secure, locally governed market equipped with responsible gaming tools.

Regulating this market ensures the economic benefits stay here at home. By capturing revenue previously lost to the unregulated market, we provide access to sustainable funding for Alberta’s communities, Social Responsibility, and First Nations Initiatives.

Dan Keene

Chief Executive Officer

Dan Keene brings more than a decade of senior leadership experience in Alberta’s gaming industry to his role as Chief Executive Officer of the Alberta iGaming Corporation (AiGC). He leads the newly established corporation responsible for managing a regulated, competitive online iGaming market with a strong focus on player protection and safety.

Dan joined the Alberta Gaming, Liquor and Cannabis Commission (AGLC) in 2012, where he held progressively senior roles, including Vice President, Gaming. During his tenure, he oversaw key areas such as retail and technical services, to compliance and gaming products. He also co-led the development of Winner’s Edge, Alberta’s casino loyalty program.

Prior to AGLC, Dan held foundational roles with Molson Breweries and Century Casinos Inc.

He is focussed on building a market Albertans can trust — one that is open, responsible, and made for today’s players. A market where all Albertans Win.

Monika Kossowska brings nearly 30 years of financial leadership experience to her role as Chief Financial Officer of the Alberta iGaming Corporation (AiGC). She leads financial operations with a disciplined, data-driven approach, guiding the organization through growth, transformation, and operational optimization.

Monika’s career spans the Government of Alberta and the Alberta Gaming, Liquor and Cannabis Commission, where she held leadership roles across the full spectrum of financial operations, from corporate finance to strategic planning, budgeting, and performance management. Her experience includes overseeing complex budgeting cycles, implementing scalable financial systems, and partnering closely with executive teams to drive clarity, accountability, and sustainable value creation.

Chief Information Officer

Joel brings 25 years of technology leadership experience to his role as Chief Information Officer of the Alberta iGaming Corporation (AiGC). He leads the organization’s technology strategy with a focus on practical execution, strong governance, secure technology adoption, and alignment between technology investments and organizational priorities.

Before joining AiGC, Joel served as Executive Director of Information Technology Services at another provincial Crown corporation, where he led enterprise technology modernization and advanced initiatives in cybersecurity, data and analytics, artificial intelligence, and enterprise platform transformation. Earlier in his career, he held senior technical leadership roles with the Government of Alberta, with experience spanning enterprise technology, service delivery, and large-scale public sector operations.

Joel holds a Bachelor of Commerce from the University of Alberta and the CIO.D designation through the CIO Executive Leadership Program at the University of Toronto’s Rotman School of Management.

Steve Inglis brings deep experience in gaming law and corporate legal practice to his role as General Counsel of the Alberta iGaming Corporation (AiGC). He oversees the legal framework for Alberta’s online gaming market, including privacy and anti-money laundering, with a strong focus on transparency and consumer protection.

Prior to joining AiGC, Steve held a senior legal role at an iGaming operator, giving him a solid understanding of the commercial and operational drivers within the private sector. He began his legal career in private practice at Goodmans LLP in Toronto, specializing in corporate law, mergers and acquisitions, public and private financings, and regulated industries.

Vice President, Corporate Strategy and Planning

Amanda Nolet brings over 20 years of public sector and agency experience to her role as Vice President, Corporate Strategy and Planning at the Alberta iGaming Corporation (AiGC). She leads corporate strategy, Board governance, and the organization’s responsible gaming mandate.

Amanda played a key role in establishing Alberta’s iGaming organization and has held senior positions in several Alberta ministries and executive offices, advancing initiatives at the Board, Minister, Deputy Minister, and Assistant Deputy Minister levels. Her experience spans enterprise planning, organizational design, and large-scale transformation initiatives, with a consistent focus on policy, strategy, and delivering measurable outcomes.

Her background is reinforced by applied, multidisciplinary studies in governance, public policy, and business strategy.

Marvin Lim

Vice President, Operations

Marvin Lim brings 18 years of land-based casino and horse racing industry experience to his role as Vice President, Operations at the Alberta iGaming Corporation (AiGC). He leads operations with a grounded understanding of both the commercial and regulatory sides of Alberta’s gaming sector.

Before joining AiGC, Marvin served as Director of Business Operations for Century Casinos Alberta, where he led business development across five Casino and Racing Entertainment Centre properties. During his tenure, he served as project lead on several casino acquisitions and the construction of two A-Racetracks in Alberta. He also oversaw the off-track betting and pari-mutuel wagering network in the Edmonton and Calgary home market areas, managed Accounting and Information Technology teams, and served as a key liaison between stakeholders in the charity casino, horse racing, and iGaming industries.
